The Animal Care and Use protocol is an important component that allows institutions, such as this university, to maintain a self-governed animal care and use program. The federal government's Animal Welfare Act ... along with the NIH Guide ... place the authority and control of animal usage with the University's Animal Care and Use Committees. ... It [the protocol and the review process] may at times seem like a pain, but a necessary one if we wish to maintain our own control of animal research at the Univesity of Wisconsin-Madison [p. 2].
